Perhaps a better approach would be to strongly recommend against their use without banning them. That way it would be clear that the US Government respects the right of citizens to make their own medical decisions. (After all, people are free to self-medicate with cigarettes, vaping and alcohol - all arguably bad for the health of the individual but within the orbit of freedom of choice)
